Browsing the interwebs last night I stumbled across this bit of E3 news which sort of was shoved under the rug it seems. Pac man may not be known for a story line but Namco has tried before, with such titles as Pac Man 2: The New Adventures (a pseudo point an clickish game on Genesis and Super Nintendo) and the Pac Man World games, along with the original TV show from way back when.
